After a long run of defeats, the Italians have picked up successive wins over Cardiff Blues and Newport Gwent Dragons, and now host a Munster team who have lost their last two games.
However, the Irish province haven't lost three in a row since 2013, which was also the last time they lost to Treviso.
But Palmer, who arrived in the summer, believes that the morale at Treviso has lifted and is optimistic that they can finish the season on a good run.
"I think that there is no hiding from the fact that the season has been disappointing in terms of our results on the field," he said. "However we are now seeing an improvement in the team's performance which has led to us winning our last two matches.
"Hopefully the hard work the boys do on the training field will bring continual improvements and we can finish the season strongly.
"Obviously we are all delighted to have won our last two games and there has been a real boost to the team morale. We also realise that there are still lots of areas for us to improve and that we must keep working hard for the rest of the season in order to continue winning."
Treviso have made three changes from the team that beat the Dragons, all in the pack. Alberto de Marchi comes into the front row, while Marco Barbini and Robert Barbieri both start in the back row.
Meanwhile Munster have made six changes from the team that lost to Glasgow Warriors last week.
There are three new faces in the pack, where Mike Sherry, Mark Chisholm and Dave O'Callaghan all come in.
And in the backline Duncan Williams starts at scrum-half, while Francis Saili and Gerhard van den Heever come into the three-quarters.
Munster have already played Treviso on three occasions this season, winning all three, and director of rugby Anthony Foley is expecting another tough battle.
He said: "We're fully aware of that situation and we need to deal with that one game at a time.
"You can look at it through blocks and make predictions but we're going to a team that we've played three times so far this season and they've been three very tough physical contests."
