Peter Nelson is named at full-back instead of Jared Payne, who picked up a slight ankle knock at Twickenham, while Stuart Olding replaces Luke Marshall.
Paddy Jackson is rested for the game, so Ruan Pienaar switches to out-half, with Paul Marshall coming in at nine.
With Johann Muller out for three weeks with a bicep injury, Iain Henderson is selected in the second row alongside Dan Tuohy. Robbie Diack therefore comes in at blindside flanker.
Chris Henry is rested for the match, so Mike McComish is selected at openside with Nick Williams named at No.8.
Despite their European disappointment, Ulster remain on course for a home RaboDirect PRO12 semi-final following an impressive win over Leinster in Dublin last time out.
And Bowe is determined to help Ulster see the job through.
"I feel great, my leg came through it no probably at all. I am really happy with that," said 29-year-old Bowe.
"I am just so glad to be back on the playing front and really keen to press on now at the business end of the season.
"I was puffing a bit [against Saracens] but that match fitness will come again.
"There is a big focus on the PRO12 and the visit this week of Dragons.
"If we can pull out a couple of performances like the Leinster game and at the start of the season then we can make sure we are in the play-offs for the league. That is what we want."
The Dragons have slipped to three successive PRO12 losses since their 14-13 victory over Zebre in Parma in round 16 and they have won only once in their last nine contests against Irish provinces.
Head coach Darren Edwards has made three changes from the side that lost to Scarlets last time out with hooker Sam Parry, second row Nathan Buck and openside flanker Darren Waters all coming in.
"Darren has been hugely missed and the timing of his injury couldn't have been worse - there was a big opportunity for him after Gavin Thomas retired last season," said Edwards.
"While he was out we found Nic, and that means that we have got two great sevens going into next year.
"Darren has worked so hard to come back and stood out in the Premiership, now we have to create some competition."
