Owen Williams chipped in with 19 points from the kicking tee as the Scarlets moved into the top four at the expense of their Welsh neighbours the Ospreys.
Shingler was named man of the match for his display, as the home side stormed into a 16-6 lead at the break before maintaining their dominance in the second half.
He said: "It was outstanding. We worked well as a team and kept it tight, we worked well together in pairs and in threes and to be fair to Owen Williams he rewarded us with the points.
"It wasn't easy but we were accurate. It was a simple game plan done effectively and we were rewarded with the points. We are slowly building into some good form and at home which helps. All we need now is for the Ospreys to lose and it will be a good weekend."
