The 23-year-old started 15 of Scarlets' 22 PRO12 games last season, three times the number from the 2012/13 campaign.
Phillips then went on the feature in Warren Gatland's Probables v Possibles trial, highlighting that his form for Scarlets has not gone unnoticed on the international stage.
However, the arrivals of Harry Robinson and Michael Tagicakibau means that competition for spots out wide will be intense at Parc y Scarlets next season - but Phillips is adamant he wouldn't have it any other way.
"That is how it should be, you need that competition to push you on," Phillips told the South Wales Evening Post.
"If you get settled into a position and there is no-one challenging, you can get complacent. You want to be fighting for the jersey.
"I was pleased with the amount of games I played last season and to be involved in the trial, training in the Welsh camp with the national coaches was great.
"Hopefully I can kick on, put my hand up in pre-season and get my name on the team sheet for the first game of the season."
