Webb's campaign ended prematurely in March after suffering knee cartilage damage in the defeat to Glasgow Warriors - a result that had huge ramifications upon the play-off race.
Ultimately Ospreys finished a hair short of the top four - finishing four points behind Ulster - but a recharged Webb is seeking a fast start to the season against Benetton Treviso next month.
"I'm feeling fresh," said Webb. "There's an exciting feel around the place and I'm ready to go again. I had a good summer break, five weeks off, and came back refreshed.
"I've been able to get some good work under my belt and I can't wait for the games to start in a couple of weeks, that's when things really step up.
"There are plenty of new faces about the place and that brings something different to the environment, keeps people on their toes.
"It's a positive feeling here, definitely. I was really disappointed to miss the end of the season, it's tough to watch from the sides.
"Like any player I would have preferred to have been involved when it was getting to the business end of the year but that wasn't to be.
"The flip side is that's it's been good to have a break and come back in for the start of pre-season and really work hard. We'll see the benefits hopefully in the new season."
