Downey left perennial challengers Munster seeking a fresh start with the Warriors, as he aims to finish off a career that has taken him to six different clubs in style.
And the centre could certainly fulfil his wish in Glasgow, as Gregor Townsend's men reached last year's final before coming up short to Leinster at the RDS.
On that run the Warriors beat Munster in the semi-final and after getting a view of his new side up close, Downey believes they have both the style and substance to mount another challenge.
"I've been impressed with the progression of Glasgow Warriors as a club," Downey told the Glasgow Evening Times.
"They are a multi-facet team who attack from behind their own sticks.
"They have strengths all over the park and I wouldn't have signed if I didn't think we could win the league.
"The way they play is really exciting and I saw that first hand last season when I lost to them in the PRO12 semi-final.
"They are an up-and-coming team with big ambitions and I felt that I needed a fresh challenge."
