The 21-year-old made seven appearances in the Guinness PRO12 last year having made his debut in January following an injury in a pre-season game against Bristol Rugby.
And the scrum-half wants to build on his breakthrough season this time around by making full use of the extensive pre-season he is enjoying.
"I missed the first half of the season through injury but I got back into it and got a lot of game time so I was happy with it and just want to improve," told the club's official website.
"It was a good season but now we are looking ahead with a new squad and hopefully we can improve.
"Hopefully we can climb the table; we want to finish higher than last season and get into the top six for the European Champions Cup."
Williams, a Wales Under-20 international, will face competition from Lloyd Williams, Lewis Jones and Tavis Knoyle for the number nine jersey this season.
The Welsh region begin their Guinness PRO12 preparations against Newport Gwent Dragons at Rodney Parade on August 12 and welcome Bristol to BT Sport Cardiff Arms Park on August 20.
And the Cardiff Blues academy product will hope that a successful pre-season will see him earn a start in the club's opening fixture against Edinburgh at BT Sport Cardiff Arms Park on September 3.
"Pre-season has been good - the first two weeks were tough, we then had a down week and now it's back into it again," he added.
"This is my first proper one with the senior set-up and it's something I've really enjoyed so far.
"It's been a lot tougher than what I've experienced previously but hopefully that will only improve both my all-round game and fitness."
