Dolan has ten international caps to his name so far for the Eagles, and admits he is excited about joining up with countryman Blaine Scully at the Blues and about the new opportunity ahead of him.
"My time at Northampton was a great experience and I learned how to be a professional rugby player alongside some of the best pros and coaches in the world," he said.
"To have the opportunity to bring my passion for the game to a club with the history of Cardiff in a country that possesses the very same passion for rugby is truly an honour.
"A former coach and USA icon, Dave Hodges, always spoke extremely fondly of the Welsh people and the time he spent with the Scarlets. I'm very much looking forward to a very similar opportunity with Cardiff Blues."
