But a pair of derby defeats to Benetton Treviso over the new year summed up the largely disappointing campaign.
They open up with a trip to Cardiff Blues this time around and Biagi is targeting a fast start so that Zebre aren't behind the eight-ball from the off.
"Consistency is very important. We're playing Cardiff first and we want to start well - they are losing a lot of players to the World Cup," said Biagi, speaking at the GUINNESS PRO12 launch at the DIAGEO headquarters in London on Monday.
"We'll be confident with the new players and hopefully we can go there and get a result.
"I think last season was the year when we were expected to go better. The results didn't come our way and it all went a bit downhill after we lost the two derby games against Treviso, which we should have won.
"There were lots of games where we started well but didn't pick up points - Scarlets game at home is a good example where we threw the game away at the last second.
"The games that are 50/50, we want to start winning."
Like most GUINNESS PRO12 teams, Zebre will be relying on young players during the World Cup with a number of their regulars taking part at the showpiece.
But lock Biagi claims the long preseason will work to their advantage and has already been impressed by some of his new teammates in particular.
"The club decided to bring in some players right from the beginning of preseason when we normally only have them during the Test matches or Six Nations," added Biagi.
"Having them from the beginning has been important so that we can integrate them - they will be the same players we have during the Six Nations.
"Some of the boys will be at the Junior World Cup and others are coming through the Academy, so it will be a good test for them to see where they're at.
"Maicol Azzolini, our number ten, really impressed me when we played Treviso on Friday and he's got some real personality at the position, which should be good to watch this season."
