Tebaldi and Keats fight for the same jersey at the RaboDirect PRO12 side and although New Zealand-born Keats is the current holder of the shirt, he has been impressed by localboy Tebaldi's skills.
To accommodate both in his starting lineup against Munster, head coach Rowland Phillips played Tebaldi, 24, at full-back, with Keats at scrum-half, and the duo helped Aironi to a superb 21-17 win.
"Tito Tebaldi in my eyes should be in the Italian side, no doubt," said 30-year-old Keats.
"It's just my opinion but he's got a flowing passing game and kicking game.
"He doesn't make too many errors in that regard, I'm surprised he's not in the side and it will be interesting to see what happens further down the line."
Tebaldi has 14 caps for the Azzurri, winning his last against Argentina in Verona in 2010 but the form of rivals Edoardo Gori and Fabio Semenzato in this year's, and last year's, Six Nations has left him out in the cold.
Meanwhile, as well as Tebaldi, Keats has also been impressed by youngster Ruggero Trevisan and full-back Paolo Buso.
"Those guys have been injured quite a bit but from what I've seen and heard they could be potential full internationals," he added.
