Dan Biggar added seven points with the boot, while four penalties from Rhys Priestland were all the visitors had to show for their efforts.
And while Gibbes was pleased with the victory, he wasn't entirely satisfied with his side's second-half performance.
"Satisfied is not the word, but we'll take the win," said Gibbes. "We didn't quite play how we wanted to, in the second half in particular, but at the end of day we got the result we were after.
"First and foremost for Welsh rugby it is a real spectacle, particularly the last three games we have played against Scarlets and Cardiff Blues, it bodes well for Welsh rugby.
"It was maybe a little bit tense here for my liking, but we'll take the win.
"I'd be lying if I said I was happy with where the scrum is at. There are a couple of fundamental problems we have to clear up.
"Scrummaging comes down to some core fundamental things, we will keep working away at it each week.
"I think you have to give credit where it is due, Scarlets are a force to be reckoned with."
