Jones, who made 13 appearances for Wales, also praised Emyr Phillips and Samson Lee for their showings against the French side.
But it was Evans - who has made ten RaboDirect PRO12 appearances for Scarlets so far this season - who stood out for Jones.
"Rob Evans really caught my eye," Jones told Wales Online.
"I was initially impressed by him when he played against Clermont away and seemed to hold his own. He raised his level again against Racing.
"He is young, has a good technique and looks comfortable around the pitch. He could be a real find should he continue to improve.
"Emyr Phillips had his finest game for the Scarlets. He is an old fashioned roughhouse of a hooker with hard mental edge.
"Samson Lee continues to develop too. He saw off a couple of Racing Metro giants in the scrum and it may be that his short stature is a significant advantage with the new scrum laws."
