However, the additions of South African Rynier Bernardo along with Josh Matavesi, Dan Evans, Sam Parry and Gareth Thomas have given the squad a boost.
Despite the additions Tandy knows it will be a difficult season but is excited about his squad's potential.
"Without any shadow of a doubt it's going to be a difficult season," he told the South Wales Evening Post.
"But we feel we've got a young, exciting squad with real potential.
"It's something we've worked hard at, putting it together, and we feel we are in a good place.
"There'll be tough fixtures right the way through with the new European structure and the qualification process from the Pro12 but it's something we always pride ourselves on. Whatever game we go into we always want to win. We need to push on this year in the Pro12 and in Europe.
"We're all looking forward to it."
