Williams kicked 20 points from No.10 against Connacht as Scarlets claimed their first win in three RaboDirect PRO12 games to put them just a point behind Ospreys in fifth place.
The fly-half was playing his first RaboDirect PRO12 game but he, and scrum-half Davies, caught the eye of boss Easterby.
"We made some calls on selections last week, based on performance and some of our younger players have really done well and taken their opportunities," he said. "We've also given some game time to returning players.
"Owen has been in our system for a couple of years now but he's had limited opportunities with us until now; he's played very well in Llanelli for the past couple of months and it's great to see him then take that form against sides like Leicester, Sale and now Connacht.
"Given his age and experience, we could not ask any more of him or his partner Aled Davies on Friday night, they did the region proud.
"There is good competition now at nine and ten, and we brought on the experience of Aled Thomas and Gareth Davies at the end of the game so we're building some good depth.
"Building that competition in training on Monday and Tuesday is good for us, it helps with momentum."
