On top of that the departure of head coach Michael Bradley and the interim appointment of Stevie Scott and Duncan Hodge has created some uncertainty in terms of the coaching situation moving forward.
And Davies, the former London Wasps and QPR chief executive, insists that the club will need to take small steps in the bid to turn their fortunes around.
"There are a number of things on my to do list, clearly the coaching situation which is still at an interim stage is a major priority," he said.
"We need to be clear about our coaching structure and the format that is going to take, that will take a bit of time working with the governing body who have been incredible supportive to us during this period.
"The help we have got from Duncan and Stevie has been great and we need to build on that to cope with the challenges for next year.
"This is not something that is going to be a very quick result, it's a project that is going to take a number of years to ensure that we are competing at the right end of all the competitions at the end of the season.
"For us the aspiration is that we would always be challenging for top-four finishes, be in the play-offs, and getting out of our group in Europe.
"That's not an aspiration that is going to come around overnight, the building blocks need to be good coaching, consistent and thorough player recruitment on top of a strong squad that has got a good leadership structure in place."
