Tebaldi will join the Ospreys next season, but will be eager to help the Zebre record a first win of the campaign after another near miss last time out away to Connacht.
But while that first win remains elusive, Bortolami is confident his side will crack it before the end of the campaign.
He told onrugby.it: "I think it's good for Tito to get that experience. He will play in the Celtic League as he has for the last three years but at a club with a big rugby tradition, that will help him as a player and a person.
"I think going to play abroad does a lot of good to a player but of course we have plans here to keep players in Italy and it has to be on a case by case basis.
"We've known for a few weeks and we are all delighted for him. It hasn't changed anything and he deserves this chance with such a big team.
"At this level there is no improvising and you can't reinvent anything. It's a long road but we know we are in a good place.
"The handicap we began with was an important one but we are where we are, we need to take the step from losing by a point to winning.
"The return of the internationals could help us make that step, even if we will have to play teams fighting for play-offs. We will not let anything lie, but we have faith. The win is not far away."
