A major part of that plan, according to the former Scotland international, is the integration of youngsters into the first team including Mark Bennett, Jonny Gray, Adam Ashe and Finn Russell.
And that, added to the re-signing of Sale back-rower Richie Vernon for the 2013/14 RaboDirect PRO12 season, has Townsend purring.
"One of my key targets when I joined was to ensure that we retained our core group of players and I'm delighted that we've been able to do just that, as well as bring Richie Vernon back to the club," said Townsend.
"We have a number of exciting, young players coming through and I'm sure we'll see more from the likes of Mark Bennett, Jonny Gray, Adam Ashe and Finn Russell next season.
"We have an excellent group of players, it's a squad that is hungry to improve and I know they'll be even more determined to win silverware next season."
