The former Wales number nine left Cardiff Blues to move to Scotland for the start of the 2011-12 campaign but after two seasons in the Scottish capital will return home to add some experience to the Newport Gwent Dragons squad.
Rees will face competition for a place in the starting XV from youngster Jonathan Evans as well as Wayne Evans but is adamant he is not joining the region to simply make up the numbers.
"I want to help in the development of Jon but I've got plenty of rugby left in me - I'm only 29," said Rees, who has nine international caps to his name.
"I have plenty of experience and won trophies with Cardiff Blues. If I can pass some of that on to the younger players, great, but I am coming back to play.
"There will be good competition for places between me, Jon and Wayne Evans and I am looking forward to it.
"It's been a tough season for us at Edinburgh but I've had plenty of game time and feel that my form has been right up there with the best of my career.
"That gives me something to build on and push on even more next season."
