The fly-half made 87 RaboDirect PRO12 appearances for the Warriors, the last coming in last Saturday's 34-12 final defeat to Leinster, but will move to London Wasps when he returns from international duty.
Scotland will play the USA, Canada, Argentina and South Africa on the tour, which gets underway on Saturday.
Jackson has originally selected for the Argentina and South Africa leg of the split-squad tour but swapped places with new Edinburgh signing Tom Heathcote.
And Jackson revealed New Zealander Cotter has already made an impression on his new squad.
"He's had his first meeting with us as a group," Jackson told the Evening Times.
"He's a man of few words but when he speaks he demands respect.
"He's got a proven track record, especially with Clermont Auvergne in France over the past few years, and he will bring something good and a lot of knowledge to the party.
"I'm looking forward to working with him."
