Clubs within the province, from the under-8s to senior adult sides, will see increased support from rugby development officers, as well as being able to fund new equipment and coaching materials.
And with Leinster looking to retain their GUINNESS PRO12 title this season, Dawson knows the province can only continue to shine if the club game is strong.
"This enhanced deal for both parties allows us to plan behind the scenes and allows us to support Matt O'Connor to the best of our abilities," he said.
"This new agreement also places a lot of emphasis on the grassroots and while things are beginning to turn, financial support in club land is still difficult to come by.
"Without a thriving club scene, there are no players and there is no big game in front of packed RDS."
The five-year deal is now in place to see the next generation of talent come through the ranks at Leinster, many of who will only just be beginning their journey through the amateur game.
And Mark Cunningham, Director of Business Banking at Bank of Ireland, says increasing the talent on offer to the Leinster coaching staff is the best way for the province to remain strong.
"We are delighted to deepen our involvement with Leinster Rugby by providing additional funding for the development of the amateur rugby game in the province," he said.
"Leinster Rugby has a long and proud tradition and at Bank of Ireland we want to help the province to develop players at all levels thus deepening and widening the talent pool which will underpin the sustainability of the game at both amateur and professional levels into the future."
