Anscombe will meet with his predecessor Brian McLaughlin this week ahead of taking his first training session on June 26 when the players return for pre-season.
The Kiwi brings with him a wealth of experience in nurturing young talent, having previously been in charge of the all-conquering Baby Blacks.
And he made it clear to the RaboDirect PRO12 club's seniors players that they will have to watch their backs.
He said: "I've got a lot of experience in that area with development teams in New Zealand and it is crucial for Ulster going forward that we develop our own players.
"To do that, you challenge the players, you work them, you make them feel accountable for their own performances.
"Week after week they will be watching over their shoulders if they're not performing. We want to create a healthy environment of guys challenging each other for positions.
"It's a great opportunity. I've always been interested in Northern Hemisphere rugby and I did a lot of homework on Ulster. They are going places and it's exciting to be part of that.
"We have to get a consistency in our game to make sure we carry on growing on what has been done over the last two years. I will meet with Brian early next week and I'm looking forward to that. He has great experience, and with the Academy structure being so important, he is central to the long term future of Ulster."
