The Warriors, currently third in the GUINNESS PRO12 table, failed to build on a promising start in France and Toulouse took control after some ill-discipline in the visiting ranks.
Nicolas Bezy kicked the hosts into a 9-3 half-time lead as a Finn Russell yellow card halted Warriors' momentum.
A try from Maxime Medard just after the break then left Glasgow with a mountain to climb and Leone Nakarawa's yellow card derailed them further.
Niko Matawalu added a late try for the Warriors but Hogg was encouraged by the overall performance and believes their European campaign is far from over ahead of the return game on Saturday.
"For us now we have to move on and learn from this, they are a very well-drilled side," said Hogg.
"We can definitely win next weekend. We are a team on the up, we just need to prove it."
