The 117kg Merewether prop, who has trialed with ACT Brumbies and Crusaders and spent a summer with Melbourne Rebels, has juggled his rugby dream with studying Construction Management at Newcastle University and full time work respectively.
A strong rugby heritage precedes Evans with granddad Randall Evans a former Wales Youth No.8 and dad Jon having representing Australia U17 at lock before going on to become one of the hardest and most feared men in Newcastle and Hunter Rugby Union.
Scarlets Head Coach Wayne Pivac said: "We are pleased to confirm the signing of Dylan Evans as we look to strengthen our depth in the front row. With Rob Evans' inclusion in the Welsh squad this year, and possible selection in the Rugby World Cup squad, it gives us much-needed cover at loosehead to complement our existing contigent.
"Dylan has been in and around Super level squads which will ensure he brings an exciting and experienced dimension to our front row.
"He's a good guy and has spent some time with us here at Parc y Scarlets whilst he was back visiting family. He's Welsh qualified and fits the profile of player we're looking for on and off the field."
Speaking about the move to West Wales to join the Scarlets Evans said: "I have been to Wales quite a lot. I love the place. I'm really looking forward to the opportunity to join a great club like the Scarlets and spend some time with family over there.
"My grandfather's really proud. He would have been happy with wherever I played, but definitely it makes it that extra bit special being Scarlets."
