Each have endured their own injury setbacks this season but Tandy admits the duo has a chance to prove their value to the international setup at the Millennium Stadium this weekend.
"It is a good chance for them within our team," he told the South Wales Evening Post.
"Eli had a couple of really positive moments out in Treviso and was a point of difference for us. Bakes is really maturing - how he has come off his injury to get to where he is so quickly.
"If they can have a positive run between now and the end of the season, I don't see why they couldn't be on that World Cup trip."
Walker announced his recovery from injury with a try-scoring return against Benetton Treviso in round 19.
And Wales assistant coach Rob Howley revealed he will be closely monitoring the wing's performances in the final GUINNESS PRO12 run-in.
"Eli has always been on our radar and we've been delighted to see him back in Ospreys colours and playing well," he said.
"He was fantastic 18 months ago before being hit by injury problems. He possesses an ability to beat players - there's no substitute for speed and he has plenty of it."
