The 24-year-old has enjoyed a dominant year at the breakdown, topping the charts in April with an eye-opening 25 turnovers.
But Davies' breakthrough campaign is par for the course according to Williams, who has witnessed the back row's talents for some years and provided the trophy presentation.
"When I was asked to present the award I didn't hesitate to say yes and take the opportunity to say a few words - I've known Cubby since I was about 13 and played with him at Whitland," the centre said.
"The performances you've seen from him over the last few months are what I've seen from him since I've known him.
"He's been given an opportunity for the Scarlets this season and he has really taken it with both hands. He is fully deserving of the praise he has received."
Davies himself admitted he was grateful for the chance to prove himself in a successful season for Wayne Pivac's men, in which he played the entire match in his final 13 GUINNESS PRO12 games of the year.
"If I hadn't had the opportunity none of this would have been possible," he said. "It's a pleasure playing with these boys week in, week out and we're looking forward to building next season.
"I'd like to thank everyone for their support, to the fans who voted and to the players for this fantastic honour.
"It's been a great year and I must thank everyone here who has given me the opportunity at the Scarlets."
