The 28-year-old scored over 1,000 points in 150 appearances for the Welsh outfit including 110 in this season's GUINNESS PRO12.
That helped them finish sixth in the final reckoning, securing their place at European rugby's top table next term.
And as Owens claims Priestland's place in Scarlets history is assured, the hooker acknowledges that it has been better playing alongside the Wales international than against him.
"I've known Rhys for a long time after first meeting on the rugby pitch on opposing teams," explained Owens.
"I was playing for Carmarthen Schoolboys U11s with Rhys representing Dinefwr. We were well and truly beaten on that day and Rhys came through as a star player.
"Thankfully he's been my teammate since that disastrous day!
"What he has achieved in his career so far is no surprise to any of us here. It's going to be really strange not seeing him in a Scarlets shirt.
"We all wish him well at Bath and we have no doubt that he'll be a massive success. He will be remembered as a true Scarlets legend."
