And Shane believes Wales head coach Warren Gatland would benefit from incorporating the 24-year-old into his starting XV, with British & Irish Lions full-back Leigh Halfpenny moving to the wing.
"The first thing to say is that Leigh Halfpenny is a player who needs to be in that Wales side," he told the South Wales Evening Post. "But I would find it hard not to select Liam at 15.
"He has been outstanding for the Scarlets this season. He is quick and must be one of the most dangerous counter-attackers around.
"He can give a side an extra dimension and I think picking him there would set England and Australia thinking."
And Shane, who amassed 58 tries in 87 caps for Wales, believes shifting Halfpenny out wide will not diminish his effectiveness.
He added: "It wouldn't be a gamble using him on the wing. When he played there for Wales at the start of his Test career he had a great try-scoring record."
