The Warriors have played three, won two after their fixture at Racing 92 was postponed due to the Paris attacks last month, while their GUINNESS PRO12 clash with Leinster was also rescheduled due to severe weather earlier in December.
As such, the reigning PRO12 champions have had little rugby in which to find their groove after the Rugby World Cup, and Townsend admits his side are still some way off their best.
"We had two games called off just after the World Cup and we need more rugby - and more rugby in better conditions," said Townsend, whose side saw Sean Lamont and Simone Favaro head to the sin bin in the second half.
"We've just had two matches in terrible conditions and we can't play the rugby we want to play.
"Conditions played a big part in the game. The Scarlets played really well and controlled the game in the second half.
"We were lucky to stay ahead in the second half after the two yellow cards, but we showed enough courage and determination to get the win.
"I thought both yellow cards were a bit harsh, but discipline is something we need to work on.
"I was pleased with the defence and the result, but there is still plenty to work on."
