This season has also seen Munster endure a disappointing European campaign, resulting in them failing to reach the knockout stages.
But while currently seventh in the table with eight games of the regular league season left to play, Foley believes there is reason for optimism.
"If we were playing poorly, I would say yes, we are in crisis but that is not the case," he said.
"We're creating a lot of opportunities. You go back to the Ospreys game when we didn't get a penalty shot at goal and against Glasgow when we had one.
"In terms of where we are to get points at the moment, it has to be through tries.
"We've scored three in our last two games so a side that can do that and not avail of points from elsewhere is going okay but not getting the results they require.
"We're fully aware of the situation regarding the top four in the Pro12 and qualifying for Europe and we need to deal with that one game at a time."
