The 23-year-old caught the eye in Wales' Six Nations clean sweep earlier this year leading to speculation of big-money bids from abroad.
But with a year remaining on his Blues contract, Halfpenny has no intention of following the likes of Gethin Jenkins and Casey Laulala out of the Blues exit door.
"I'm happy at the Blues and am contracted for another season," said Halfpenny.
"I'm thoroughly enjoying myself there and as far as I'm concerned I'm just concentrating on doing as best a job as I can for the Blues.
"I haven't even thought about leaving because I am still a Cardiff Blues player and still want to do really well for them.
"In the longer term, who knows? I'm still 23 and I'm a home boy. But in a couple of years' time, who knows?
"At the moment, I'm really enjoying my rugby in Wales and I'm focused on playing the best I can here."
The Blues travel to Parc y Scarlets next Saturday for their final game of the season, though any hopes of a play-off place are now distant memories with a difficult recent run leaving them out of contention.
But with the plan to bring in a director of rugby over the summer, Halfpenny is positive the region can challenge next season.
"We want to compete with the best," said Halfpenny. "If that means getting a director of rugby, then I certainly welcome that.
"It's going to be a young squad next year, but I don't see that as a weakness.
"I see it as a group of boys who are there, want to learn, want to work as hard as they possibly can and want to improve themselves.
"The pre-season is going to be huge. The squad is going to have to work as hard as it can, so that when the season comes we are the fittest, fastest and the strongest team around.
"And that should hold us in good stead for the season."
