While the pre-match talk was about new South African signing Tonderai Chavhanga it was fly-half Tovey's 17 points that proved the difference in the 22-9 win.
A try from Tom Riley completed the Dragons' scoring while the visitors could only reply with three penalties from No. 10 Paddy Jackson.
And after protecting the 100 percent record on home soil Tovey revealed the Gwent region's plan to make it a season-long statistic.
"We said at half-time that the first thing was to get a win," said Tovey.
"We would have liked to have scored a few more tries but we were just glad to get a win.
"One of the things we said at the start of the season was that we wanted to try and win all of our home games so we are glad we're keeping that going."
While Tovey stole the plaudits however Chavhanga was far from anonymous, most notably showing off his much-hyped pace with a first half 50 metre dash.
And the Springboks wing - who can cover 100m in 10.5 seconds - revealed a slightly unorthodox preparation for his time in Wales.
"I knew that it was going to be cold so my trained got a bucket of cold wanter with mud and ice in it and I put my hands in there," said the South African - who was ironically greeted with a balmy evening for his Dragons debut.
"I haven't played since May because so it was great for me to be out there and to have a bit of a run."
