With the likes of scrum-half Richie Rees, centre Casey Laulala and fly-half Dan Parks all moving on in the summer, Baber expressed his hope for Roberts and Halfpenny to remain and help form the spine of the region for years to come.
Wing Alex Cuthbert and scrum-half Lloyd Williams have both established themselves withinthe national squad in the last season and Baber sees their rise as part of a strong Blues production line headed up by Roberts and Halfpenny, who made their debuts in 2008.
Roberts and Halfpenny are contracted by the region until 2013 but with big-money offers from France having already tempted some to the leave the Principality, Baber was adamant they wouldn't be following suit.
"They will be Blues players next season," insisted Baber.
"We want to build a team around them supplemented by young players like Rhys Patchell, Harry Robinson and Cory Allen who are all playing Under-20s for Wales.
"We want to bed them in around the experienced guys and build a culture - that's how we see the next three or four years for the Cardiff Blues developing on a sustainable basis."
