When Phillips made his first team debut for this season's PRO12 finalists back in 2008 it was at the tender age of 17.
A call up to the Welsh squad followed in 2010 but another two years on and Phillips saw his first-team aspirations at the Ospreys diminish, making just seven appearances this season.
But Phillips is hopeful he can be a hit in Llanelli and is ready to seize his chance as and when it comes.
"It's been a little bit frustrating in the last two years at the Ospreys," Phillips told the Scarlets website.
"I've not had a lot of opportunities but it's a fresh start and it's really exciting times and hopefully I'll get an opportunity down here.
"It's about me trying to capitalise on that and keep on performing.
"I was fortunate enough to join the Ospreys when I was 14. I got involved with the academy and played under-16s under-18s and under-20s.
"I made my Ospreys debut when I was 17 and here we are now down at the Parc y Scarlets.
"I know most of the boys (at the Scarlets). It's quite a young team and I've played in the backline with the likes of Tavis (Knoyle), Scott (Williams), Dan Newton and Gareth Davies, there's a good few."
