"We are glad to have Toby back, he is a quality player," said Turner.
"He picked up a foot injury against the Blues in the penultimate game of last season and aggravated it in the Junior World Cup so he hasn't featured so far, but he gives us options."
The Dragons will be looking for their first European win of the campaign after struggling against fellow Magners League side Glasgow Warriors last weekend.
Toulouse began the defence of their title with an impressive victory over London Wasps on Sunday, but Turner is fully aware of the firepower the French side possess.
"It is at home so for us it is a must win," added the former fly-half.
"We have trained well all week and had a great team run here today but we are well aware of what we are meeting this weekend.
"They have 25 current internationals in a squad of 38 and that says a lot really.
"Even in those conditions last weekend Toulouse tried to play, they have got quality everywhere."
"They are not that well structured, they play in chaos really and it is all off the cuff."
