The Dragons went down 49-13 to the same opposition on Sunday but Turner is not allowing the disappointing nature of that result to ruin preparations for Friday night's rematch.
Turner's men have been in impressive form in both domestic and European competition until last weekend, sitting fourth in the Magners League and having beaten Glasgow and picked up a losing bonus point at Gloucester in the Heineken Cup.
The Dragons currently hold a Magners League play-off place thanks to five wins from eight games.
And with four wins from four Magners League games at home so far this season, plus one from one in the Heineken Cup, Turner's optimism appears well founded.
"The defeat does not detract from the good work we are doing at the Dragons," said Turner, who believes home advantage can give his side a vital edge against the 2006 Heineken Cup finalists.
"We are looking to give Biarritz a warm welcome to Rodney Parade and if we play well enough, we can beat anyone there.
"We always have great supporters at the Dragons and we'll be hoping it's no different on Friday."
The Dragons go into their Round 4 encounter knowing a second victory would leave them with a serious chance of qualification for the knockout stages for the first-time in their history.
With Glasgow and Gloucester also having lost twice in Pool 2 of the Heineken Cup, a win for the Dragons would throw the group wide open ahead of the final two rounds of matches in January.
And while Turner accepts that his side do not possess the European pedigree of their French opponents, the Dragons will be doing all they can to keep their quarter-final chances alive.
"We are trying to use the squad as best we can but we're not a major power in Europe. We accept that but we like to be competitive," added Turner.
"We need to focus because it is a short turnaround but anything is possible and it was great to see Tom Willis and Joe Bearman back in action in Biarritz.
"I haven't looked at the table but we need to win next week to make qualification a reality."
